THE SPEECH BY OUR GREAT LEADERSHIP SHINES VICTORIOUSLY AND POWERFULLY BEFORE THE WORLD AS A WEAPON OF COMBAT – Peru People’s Movement

Proletarians of all countries, unite!

We greet the international proletariat and the peoples of the world, we greet the International Communist League, with exultant joy and the highest revolutionary optimism, on the occasion of the 33^rd Anniversary of the Speech of our Great Leadership, Chairman Gonzalo, of September 24, 1992.

Chairman Gonzalo’s speech shines powerfully and victoriously before the world, arming the Party to overcome the difficult and complex situation of the bend and the inflection, and to put all its strength to give a new impulse to the People’s War, crushing revisionism and capitulation.

We of the Peru People’s Movement, as a generated organism of the Party for the work abroad, defend the interest of the people, the principles of the Party, of the People’s War. We do so and will continue to do so, raising our red flag high, which once raised must never be lowed. We stand for what Chairman Gonzalo taught: “As long as there is a single communist on the Earth, everything will be re-erected.” Therefore, we take a firm position for the current leadership of the Party, the communists, combatants and masses, and we hold ourselves freely and unconditionally to the commitment undertaken:

“The Communist Party of Peru, assumes the firm commitment, strongly subject to our solid-as-steel Base of Party Unity, an inexhaustible source of wisdom and indestructible weapon to face the general reorganization of the Party and reignite the People’s War (…)

The Party, the heroic combatant, from the inextinguishable bonfire of the People’s War, from the spark and flame of May 17, 1980, since the celebration of the 30 years of our first congress, calls the communist parties and revolutionary Marxist-Leninist-Maoist organizations to constitute and reconstitute Maoist communist Parties to initiate and develop People’s Wars; to do so decidedly serves the triumph of the Democratic Revolution with the uninterrupted leap to Socialism and with the Great Cultural Proletarian Revolution to reach the desired and golden Communism. The events that embody the initiated and developed People’s Wars, the national liberation struggles, the struggles of the proletariat, and oppressed peoples and nations of the world such as in India, Turkey and the Philippines, armed struggles of liberation in Palestine, Iraq, Afghanistan, Syria, Libya among other nations (…) confirm that Maoism is being embodied once more and Chairman Gonzalo’s contributions of universal validity serve the world revolution. We live in a New Great Wave of the World Proletarian Revolution” (Peru, October 7, 2019)

Chairman Gonzalo establishes for us: “…Our Party was founded to conquer power. It was reconstituted to complete this objective and initiated the armed struggle to follow a road, and this road has taken us to the immediate goal of conquering power countrywide. We have a political strategy that guides us, and it is a complex, intense, and glorious struggle to finish off the democratic revolution and build the People’s Republic of Peru. All of our work aim toward this goal…”. Thus the Party unalterably maintains the course of the revolution facing the complex and difficult problems that it is going through after the arrest of Chairman Gonzalo and the betrayal of the rats of the right-wing opportunistic line, revisionist and capitulationist (ROL). All they have done since then is to regurgitate the black bile from the blood-filled jaws of the fascist, genocidal and country-selling regime of Fujimori and its continuators, until now with the murderer Dina. The only thing that they have as a support will be the rot emanating from the sewer of imperialism and the reaction and nothing else.

The Speech is an indispensable weapon in order to uphold, defend, and apply the principles of the Party and the People’s War against imperialism, reaction, and revisionism. It is an indispensable weapon of victory to complete the general reorganization of the Party in and for the People’s War.

The Speech arms the Maoists of the world in the present situation; Chairman Gonzalo on that occasion establishes our Party thusly:

“… Finally, listen to this. As we see in the world, Maoism is marching relentlessly forward to lead the New Great Wave of the World Proletarian Revolution. Listen well and understand. Those who have ears, use them. Those who have understanding — and we all have it — use it! Enough nonsense! Enough confusion! Understand this! What is unfolding in the world? What do we need! We need Maoism to be a living force, and this is happening. We need Maoism to generate Communist Parties to lead this New Great Wave of the World Proletarian Revolution that is coming.” … “Today there is one reality, the same contenders of the First and Second World War are preparing a Third World War. We should know this and we, as the sons of an oppressed country, are part of the booty. We cannot consent to this! Enough imperialist exploitation! We must finish with them! We are of the Third World and the Third World is the base of the World Proletarian Revolution, with one condition, that the Communist Parties uphold and lead! That is what we must do!…” We emphasize the importance of the oppressed nations that are the base of the World Proletarian Revolution and the immediate necessity of generating Maoist Communist Parties that develop People’s War, in order to correspondingly unfold the New Great Wave of the World Revolution and to impose Maoism as the command and guide.

Comrades of the Peruvian Communist Party!

Fighters of the Popular Guerrilla Army!

Peruvian people!:

We are living in historic times, everyone knows that this is so, let us not deceive ourselves. At this time we must put all our forces into tension to face the difficulties and continue to fulfill our tasks. And conquer the goals!; the successes! the victory! That is what must be done.

We are here as children of the people and we are fighting in these trenches, which are also trenches of combat and we do it because we are communists! Because we defend the interests of the people here, the principles of the Party, the People’s War. That is what we do, we are doing it and we will continue to do it!

We are here in these circumstances; some think it is a great defeat, they dream! We tell them to keep dreaming. It is simply a bend, nothing more, a bend in the road! The road is long and with this we will arrive, and we will triumph! You will see! You will see!

We must continue the tasks established by the Third Plenum of the Central Committee. A glorious plenary! Know that these agreements are already in motion and that will continue; We will continue to apply the IV Strategic Development Plan of the People’s War to Conquer Power, we will continue to develop the VI Military Plan to Build the Conquest of Power, that will continue. That is a task! That is what we will do, because of what we are and because of the obligation we have with the proletariat and the people!

We clearly say that the democratic path today has begun to develop as a path of liberation, as a popular path of liberation! That is the circumstance in which we are developing; we must think with a lot of historical sense, let us stop continuing to close our eyes. Let us look at reality, let us look at the history of Peru. Let us look at the last three centuries of Peru. That is what we must think, look at the 18th century, look at the 19th century, look at the 20th century; and understand them! Those who do not understand will be blind and the blind do not serve the country, they do not serve Peru!

We think that the 18th century was a very clear lesson. Think about this, there was a dominator, it was Spain, and that domination that sucked blood, where did it lead us? To a very deep crisis, as a consequence of that, Peru was divided. That is where the beginning of the current Bolivia comes from. It is not our issue but the facts.

Well, last century, English domination, where did it lead in its conflict with France? To another great crisis: seventies of the last century; consequence: war with Chile, let us not forget! And what happened? We lost territory. Our country suffers an earthquake, despite the blood shed by heroes and people, we must learn a lesson!

20th century, how are we? In this 20th century, there is an imperialism that dominates us, mainly the North American one, this is real, everyone knows it. And where has it brought us? Without even remembering those twenties, here and now, in the worst crisis in the entire history of the Peruvian people. Taking lessons from previous centuries, what can we think? Once again the nation is at risk, once again the republic is at risk, once again the territory is at risk, it can be easily lost, and for interests. That is the situation, that is what they have brought us to, but we have a fact, a Peruvian revolution, a people’s war, and it continues and will continue to advance. Where have we arrived with that? to a Strategic Balance. And that must be understood well. It is Strategic Balance! that is concretized in an essential situation; have twelve years served for what? to clearly show the world and mainly the Peruvian people that the Peruvian State is a paper tiger, that it is rotten to the core. That has been proven!

Thus, let us think about the danger that the nation, the country can be divided, that the nation is at risk, they want to tear it apart, they want to divide it, who wants to do that? As always, imperialism, those who exploit, those who command. And what should we do? What is appropriate now? Well, it is appropriate that we strengthen the Popular Liberation Movement, and we will develop that by managing the people’s war because the people, the people have always been the ones who have defended the homeland, who have defended the nation. It is appropriate to form the Popular Liberation Front, it is appropriate to form and develop, starting from the Popular Guerrilla Army, a Popular Liberation Army. That is what is appropriate! And that is what we will do! And that is what we are doing and that is what we are going to do! You will be witnesses, gentlemen.

Finally, now, let us listen to this. As we see in the world, Maoism is marching unstoppably to command the new wave of the world proletarian revolution. Let us understand it well and comprehend it! Those who have ears, use them. Those who have understanding, and we all have it, use them. Enough of nonsense, enough of darkness! Let us understand this! What is developing in the world? What do we need? We need Maoism to be incarnated, and it is doing so, and to start generating Communist Parties to manage and direct this new great wave of the world proletarian revolution that is coming to us.

All that they told us, the empty and foolish chatter about the famous “new stage of peace”, what has become of it? What about Yugoslavia? What about other places? Everything has become politicized; that is a lie. Today the reality is one, the same contenders of the First and Second World Wars are generating, they are preparing the Third World War. We must know that and we as children of an oppressed country are part of the spoils. We cannot consent to it! Enough of imperialist exploitation! We must put an end to them! We are from the third world and the third world is the base of the world proletarian revolution, with one condition, that the Communist Parties uphold and lead. That is what must be done!

We think the following; next year marks the 100th anniversary of the birth of Chairman Mao. We must celebrate the 100th anniversary! and we are organizing it with the Communist Parties. We want a new way, a celebration that is the conscious understanding of the importance of Chairman Mao in the world revolution, and we will begin the celebration this year and finish it next year; it will be a great process of celebration, I want to take advantage of this opportunity to greet the international proletariat, the oppressed nations of the earth, the Internationalist Revolutionary Movement.

LONG LIVE THE COMMUNIST PARTY OF PERU!

THE PEOPLE’S WAR WILL INEVITABLY WIN!
