NYPD Officers Won’t Be Charged by Attorney General for Murder of Teenager

The New York Attorney General Letitia James’s office announced that charges would not be filed against the two police officers who murdered the 19-year-old Win Rozario in a statement dated December 4.

In March 2024, Rozario called 911 for assistance during a mental health crisis. Rozario, while holding a pair of scissors in his kitchen, was tased twice and shot five times as his mother begged police not to shoot and attempted to shield him from the officers. Three of the shots were when Rozario was standing still at a distance from police. Following the shooting, Rozario’s family was not allowed to accompany him to the hospital, and were instead interrogated as suspects. They were not informed Rozario had died until the interrogation was over.

There is no information to suggest that the officers have been terminated or suspended by the NYPD. They do, however, still face an internal discipline trial regarding allegations of excessive force alongside a federal lawsuit by Rozario’s family, which was filed on June 23.

Following the announcement, Rozario’s family stated, “State Attorney General Letitia James’ cowardly decision not to indict NYPD Officers Matthew Cianfrocco and Salvatore Alongi for murdering our beloved son and brother, Win Rozario, feels like we’re watching Win get murdered all over again,” adding, “The NYPD should not be engaging with people experiencing a mental health episode.”

The Attorney General’s Office of Special Investigation, in their announcement concluding no charges would be filed against the officers, recommended an expansion of the B-HEARD pilot program purported to assist with mental health crises—a guise used mainly by the Democratic mafia to expand police funding.

While claiming to support justice for Rozario, Mayor-elect Zohran Mamdani is a close ally of New York Attorney General Letitia James, whom he dubbed “one of New York’s fiercest fighters” in a November social media post. Police commissioner and billionaire heiress Jessica Tisch, who accepted Mamdani’s request to stay at her post under his administration, stalled to the very end of the 18-month window to serve disciplinary charges against the officers.
