NYPD Officer Involved In Murdering 19-Year-Old Allowed to Retire Without Disciplinary Charges As Mamdani Reiterates Support for Police Commissioner

New York Police Department (NYPD) Officer Salvatore Alongi retired without facing any disciplinary action for his role in murdering 19-year-old Win Rozario despite Mayor Zohran Mamdani’s promise to deliver justice.

The NYPD failed to notify the Civilian Complaint Review Board, a civilian agency with supposed oversight over the NYPD, that Alongi had filed for accidental disability retirement in August 2025. The department is required to notify the CCRB when an officer under investigation submits retirement paperwork so the disciplinary process can be expedited.

The CCRB found Alongi and Matthew Cianfrocco, the other officer involved in Rozario’s murder, abused their authority and used excessive force during the incident.

Between 2000 and 2021, 180,700 unique allegations of police misconduct were brought before the CCRB. Less than 1% resulted in serious disciplinary action, according to the New York Civil Liberties Union.

In an Oct. 8 statement, Police Commissioner and billionaire heiress Jessica Tisch called the department’s failure to notify the CCRB a “mistake” caused by “human error”.

Rozario’s family held a press conference outside City Hall that same day. His mother addressed Mamdani, saying, “You came to my home and said you would be a different kind of mayor. We feel betrayed by you. Jessica Tisch is your police commissioner. She let Alongi retire without a trial. It seems like you are just letting this happen.” His father called the failure to notify the board “a deliberate cover-up and corruption at the highest levels of the NYPD.”

On October 12, Mamdani announced a $2.6 million funding increase for the Office of the Inspector General for the NYPD for more staffing, calling it “an obligation to Win’s family”. The “oversight” office cannot impose disciplinary measures on the NYPD and can only make nonbinding recommendations.

The following day, Mamdani reiterated at a press conference that he has “no plans” to remove Tisch and praised her work after reporters repeatedly asked whether he would consider firing her.

In March 2024, Rozario called 911 for assistance during a mental health crisis. Alongi and Cianfrocco arrived at his family’s home in Queens and immediately began escalating the situation. Alongi tased Rozario twice, and Cianfrocco shot him five times. Police body camera footage shows Rozario on the opposite side of the room from the officers holding a pair of scissors as his mother tried to wrest them from his hand and pleaded with the officers not to shoot him.

Last December, Mamdani ally New York Attorney General Letitia James announced that the state would not file charges against Alongi and Cianfrocco.
