Emiliano Andrade-Covarrubias, a 56-year-old Mexican man and lawful permanent US resident, was killed at the Rio Grande Processing Center, an Immigration and Customs Enforcement (ICE) facility operated by GEO Group in Laredo, Texas, on October 17.

In June, Andrade-Covarrubias was detained at the border after returning from Mexico by bus. In a detainee death notice titled “Criminal Alien from Mexico Passes Away in ICE Custody in Texas,” ICE alleges that he obtained his lawful permanent resident status fraudulently because he failed to disclose a 2004 arrest. His daughter disputes this allegation.

Stefani Andrade, Andrade-Covarrubias’ daughter, said her father had a heart condition, diabetes, and high blood pressure. According to her, Andrade-Covarrubias reported chest tightness and difficulty breathing, but his concerns were dismissed. She said his medications were with him when he was detained, but staff at the Rio Grande Processing Center would not “give him his medications.”

“My father was more than just a name,” wrote his daughter. “He was a father, a loved one, and someone whose life meant so much to our family. He deserved to be treated with dignity, compassion, and care.”

Andrade-Covarrubias worked as a contractor painting apartments and townhomes. He lived in Dallas for decades, where he raised three children who are now adults.

According to Mexico’s Secretary of Foreign Affairs, Andrade-Covarrubias is the 18th Mexican citizen to be killed by ICE while in their custody or during their operations in the US since January 2025. According to ICE, Andrade-Covarrubias is the seventh person to be killed by ICE while in their custody in Texas this year and the second at this facility.

Andrade-Covarrubias was laid to rest on Monday, October 26, close to his family’s Dallas home.
